Job Description
Nature of Work: Under the supervision of the Director of Human Resources, manage full-cycle human resources needs for the Anne Arundel County Department of Health's 800-plus employees across state merit, county merit and county contractual classifications, ensuring compliance with two government entities – Anne Arundel County and the Maryland Department of Health, as well as all local, state and federal laws and regulations. Perform routine tasks as well as provide guidance and support in all aspects of Human Resources to include recruitment, onboarding, hiring, classification, job and compensation analysis, ADA, benefits and retirement coordination, performance management, workplace investigations and collaboration with the Training Administrator to ensure an effective, compliant and relevant best of class learning and development program. Have strong knowledge and practical experience with local, state and federal employment laws, as well as experience developing and facilitating learning and development courses. |
Minimum Qualifications
Education: Bachelor’s degree in human resources or business management or related field from an accredited college or university. |
Experience: Minimum of six years of progressive Human Resources experience, with at least two years as an HR Manager or Generalist. Experience and knowledge involving employment services, recruitment and onboarding, classification and compensation, salary administration, job evaluation and analysis, benefit administration, Americans with Disabilities Act (ADA), Family and Medical Leave Act (FMLA), conducting confidential investigations, conflict management, policy interpretation and guidance, Health Insurance Portability and Accountability Act (HIPAA). Proven experience and strong knowledge of Human Resource Management Systems such as Workday, ADP, Sage or other similar systems. Strong knowledge of state and federal employment laws is required. Must have experience with creating and facilitating learning and development courses. |
License or Certification: Certification in one or more of the following: PHR, SPHR, SHRM CP and/or ATD or CPTD. Some experience in the public sector and supervisory are helpful. |
