Hours: 40 hours per week

Job Description

Nature of Work:

Perform detailed research and analysis involving the proposed implementation of school-based health centers in Anne Arundel County Public Schools (AACPS) and thorough research and analysis involving the continued expansion of dental health care services, including a comprehensive cost analysis in Anne Arundel County Public Schools. Responsible for review and analysis of proposed legislation from the Maryland General Assembly impacting School Health Services operations. Submit completed reports on or before required deadlines as determined by the Director of the Bureau of School Health and Support.

Recommend annual budget allocations ($18 million) for the Bureau of School Health and Support comprised of 98% Anne Arundel County general tax revenue funds and 2% Federal Medicaid categorical grant funds. Prepare annual School Health Services budgets and budget modifications for final approval by the Bureau Director. Develop and update Request for Proposals (RFPs), contracts, and Memorandums of Understanding (MOUs). Coordinate quarterly reimbursements to the County Government’s general fund from AACPS for Registered Nurse services provided under the Kirwan “Blueprint for Maryland’s Future” legislation and for Shared Aide services. Oversee annual reimbursements from AACPS and Charter Schools for Summer School nursing services. Perform all tasks on or before required deadlines as determined by the Director of the Bureau of School Health and Support.

Function as the Bureau of School Health and Support’s liaison for Human Resources. Coordinate with the Department of Health’s Office of Human Resources on issues involving over 330 School Health State and County employees. Oversee recruitment and selection forms processing for the Bureau’s State Merit and County Contractual employees. Assist School Health Director, Deputy Director and Program Managers in preparing required documentation for a variety of employer relations areas; including grievances, personnel evaluations, and disciplinary process. Performs all tasks on or before required deadlines as determined by the Director of the Bureau of School Health and Support.

Minimum Qualifications

Education: Bachelor’s degree

Desired or Preferred Qualifications:

Bachelor's degree preferred. Experience in preparing written qualitative and quantitative analysis reports. Ability to present recommendations clearly and concisely. Experience with multi-variant statistics, including the use of data analysis software; i.e., SPSS, SAS, or advanced statistical features in Microsoft Excel or Google Sheets. Four years of experience evaluating, analyzing, researching, and developing health care services, policies, and programs.
