System Planning and Management (SPM) is committed to developing and sustaining a high quality and comprehensive continuum of care that is accessible to all, promotes participation in system development and evaluation, and provides technical assistance and monitoring of treatment and recovery service providers.

Hub & Spoke

The Hub & Spoke program is a network of community providers working together with the Anne Arundel Co. Department of Health to support individuals struggling with opioid use or misuse. The Hub & Spoke program assists Anne Arundel County residents ages 18 and over who are currently receiving medication assisted treatment or who would like to. The program provides participants with case management and referral services as well as additional support in their recovery journey.

State Care Coordination

Anne Arundel County residents who are receiving funding through the County’s Opportunity for Recovery Fund Program may be eligible to receive State Care Coordination services. These services help clients utilize community and county resources, create a recovery plan and identify strengths to overcome barriers and challenges.

In addition to these services, eligible clients may also be enrolled in the Maryland RecoveryNet (MDRN) program. MDRN provides vouchers for a variety of services including housing, counseling, transportation and job skills training. State Care Coordination and MDRN are both funded by grants from the State of Maryland Behavioral Health Administration.
