All pool operator and lifeguard licensing is being done by mail at this time. Applications can also be dropped off between 8 a.m. and 4 p.m. at the Department of Health. Your license will be mailed back to you and an image will be emailed to you

To RENEW a license, print out the application and follow the instructions. Governor Hogan’s Executive Order that extended the term of all licenses is no longer in effect.
For NEW APPLICANTS who have never been licensed, the Department is currently closed to the public, so licenses cannot be issued in person. New applicants will be issued a card without a photo. The application for a lifeguard license, pool operator license or both should be printed out and enclosed with payment (check or money order) and with the following:
- If you are applying for a lifeguard license, include a printed certificate of completion from an approved lifeguard training course.
- If you are applying for a pool operator license, include a printed certificate of completion from an approved pool operator training course.
- All new applicants must provide a printed copy of a valid ID: driver’s license, learner’s permit, MVA non-driver ID, military ID, passport or birth certificate. A photo ID is not required with a birth certificate for mailed applications. The ID must include your date of birth if you are applying for a pool operator license.
