Job Description

Nature of Work: Reporting to the Director of the Bureau of School Health and Support (Community Health Director of Nursing II), this position will function at the full performance level of work evaluating, analyzing, researching and developing health care services, policies and programs for the Bureau of School Health and Support. In addition, this position will also perform a highly complex level of advanced administrative staff work requiring independent judgement, analysis, evaluation, creativity and consultation directed to developing School Health Services management policies and procedures including preparing detailed narrative written reports studying problems, arriving at alternatives and recommending the best option from the alternatives presented.

The Bureau of School Health and Support provides school health nursing and support services to 86,000 students in 125 Anne Arundel County elementary schools, middle schools, high schools and special education centers. Specific advanced level duties will include detailed research and analysis involving the proposed implementation of school-based health centers in the Anne Arundel County Public Schools and detailed research and analysis involving the continued expansion of dental health care services, including a comprehensive cost analysis in Anne Arundel County Public Schools. The position will also be responsible for review and analysis of proposed legislation from the Maryland General Assembly impacting School Health Services operations.

The position will develop and prepare extensive written programmatic documentation and detailed financial analysis requiring advanced skills in Microsoft Word and Excel for an annual operating budget of $18 million including 4 County Budgets and 1 Federal Grant, provides administrative oversight for 7 annual service contracts and MOU’s; and functions as the Bureau’s liaison with the Anne Arundel County Department of Health’s Human Resources staff for recruitment, training, and employer relations transactions in support of a staff of over 330 School Health Services employees consisting of State Management Service employees, State Professional Service employees, State Skilled Service employees, 10 and 12 month County Contractual Employees, and a pool of on call county contractual substitute employees.

Minimum Qualifications

Education: Bachelor’s degree in a health or human services field from an accredited college or university.
Experience: Two years of experience evaluating, analyzing, researching and developing health care services, policies and programs.
Notes: Applicant must possess a driver’s license valid in the State of Maryland and must have access to a personal vehicle for travel between locations in Anne Arundel County. The selected applicant will be reimbursed for travel expenses per Department of Health policies.
Desired or Preferred Qualifications: Possession of a Master’s Degree in the fields of Public Policy, Public Administration or Public Health with extensive course work in qualitative and quantitative analysis.
